Our history

In the early 2000s, there was a growing demand for a cleaner energy source in the United States. Because natural gas is a clean-burning, environmentally friendly fuel, Golden Pass shareholders saw an opportunity to import natural gas into the United States to help meet that demand. The Golden Pass LNG import project began in November 2003. Construction of the Golden Pass Pipeline was completed in 2009, followed by the completion of the terminal construction in 2010. Golden Pass received its first LNG cargo in October 2010 on the Al Khuwair Q-Flex ship.

Due to advances in technology, the United States soon had access to become an abundant domestic natural gas resource base. Around 2012, it was estimated that the United States had enough natural gas supply to last more than 100 years. This was exciting news for the entire country. However, Golden Pass faced an important challenge. What role would the existing facility play in the evolving energy market? The facility maintained all authorizations, operational capabilities, and a ready-to-receive status, serving as a safety valve for U.S. energy security in the event of market disruptions.

This challenge created an opportunity, and the start of a new project in 2012 – the Golden Pass LNG export project. In 2019 our shareholders made a final investment decision to proceed with the project, and construction on a new, world-class LNG export facility began.


Golden Pass LNG is a joint venture company formed by affiliates of two of the world's largest and most experienced oil and gas companies: Qatar Petroleum (70%) and ExxonMobil (30%).

Qatar Petroleum

Qatar Petroleum was established in 1974 as a national corporation completely owned by the State of Qatar. It is responsible either directly or through joint ventures for all oil and gas production and processing in Qatar.

About Qatar

Qatar is situated on the eastern coast of the Arabian Peninsula. Bordered to the south by Saudi Arabia, the rest of its landmass juts about 100 miles into the balmy waters of the Arabian Gulf. The country has a population of 1.7 million (May 2010). Most of the population lives in the Municipalities of Doha, the business and administrative center, and Rayan, an adjacent Municipality. The State of Qatar has a desert climate with a hot summer and a relatively mild winter. Summer temperatures range between 77 and 113 degrees Fahrenheit, with high humidity. During the winter there is some rainfall but it rarely exceeds 3 inches annually.

Qatar has a strong focus on educational advancement. The brand new Education City was developed by the Qatar Foundation for Education, Science and Community Development - a not-for-profit organization established in 1995 and chaired by Her Highness Sheikha Mozah Bint Nasser Al-Missned. Education City provides a broad spectrum of world-class educational facilities, from kindergarten level through to postgraduate and research programs. It also includes facilities for business, community development, science, IT, Islamic Studies, media and communications and sports, and a 350-bed teaching hospital is being built.

The Executive Team

Sean Ryan

Sean C. Ryan was appointed as President of Golden Pass LNG in June 2016 where he manages the Golden Pass companies including the terminal, pipeline and export project. Prior to this he was on loan from ExxonMobil into both RasGas and Qatargas Operating Companies. There, as part of the Operations Leadership, he supported the country’s vision to export 77 million tones of LNG per year. His experience on all 14 LNG trains, gas plants, refineries and export terminals in Qatar are being translated into Golden Pass’ vision to be the premier LNG exporter in North America.

Sean’s career has spanned 25 years and four countries. His early career was marked by his involvement on the Hibernia mega project as a both a field and project engineer before shifting into operation roles offshore. He left Canada in 2004 for Kazakhstan where he worked as the Business Development Manager, moving to the United States in 2007 where he supported ExxonMobil’s Global operations until his move to Qatar in 2011.

Sean is a Professional Engineer, graduating from Memorial University in Canada with a bachelor’s degree in Mechanical Engineering in 1993. He received the APEGN Early Accomplishment Award in recognition of his exceptional achievement and notable leadership in the profession and community in the early years of his career.

Robert E. Brown
Vice President, Business Services and Treasurer

Robert Brown is the Business Services Vice-President and Treasurer for Golden Pass LNG. Robert has responsibility for managing the service organizations within Golden Pass that provide end-to-end support for the business including Controllers, Treasurers, Tax, Information Technology, and Supply Chain Management. He has nearly 38 years of experience in the energy industry, mostly supporting upstream and mid-stream business segments.

Robert joined ExxonMobil in 1982 and was seconded to Golden Pass in April 2019. Prior to coming to Golden Pass, Robert held a variety of positions in ExxonMobil’s Controllers and Planning organizations, with assignments in Houston, Dallas, Fairfax (Va) and Doha. Over the years, Robert was assigned to many special projects where he supported mergers & acquisitions, major asset divestments, and various worldwide, corporate and commercial initiatives in the upstream exploration, development and production segments.

Robert is originally from Kansas where he received Bachelor of Science degrees in Accounting and Business Administration from the University of Kansas.

John Fraser
Vice President, Operations

John was appointed as Vice President of Operations for Golden Pass LNG in Sabine Texas in November 2016. Previously he spent 7 years at Adriatic LNG in Italy as Terminal Manager and Senior Operations Advisor. John has worked in the oil and gas industry for over 35 years and has held senior operations positions primarily in the upstream drilling and production areas worldwide. John grew up in northern Nova Scotia Canada and attended St. Mary’s University.

Jeff Hammad
Vice President, Commercial

Jeff Hammad is the Commercial Vice President for Golden Pass LNG. Jeff has broad responsibilities for managing the commercial group at Golden Pass, including the procurement of 2.6 bcfd of gas supply as well as the corresponding LNG sales of 15.6 mta to Ocean LNG (a Qatar Petroleum and ExxonMobil affiliate). He began working on the Golden Pass project during its early development phase in 2007 and has remained a core part of its leadership team since the company was founded.

Prior to his assignment at Golden Pass, Jeff joined Qatar Petroleum in Doha as Qatar was emerging into a global LNG powerhouse and managed the commercial development of a portfolio of international LNG receiving terminals. In 2009, he was seconded into Golden Pass LNG to manage the structuring and development of the import facility, and then subsequently the LNG export project. Jeff began his career in the energy industry with Enron where he was a Financial Analyst supporting their international business development efforts, including several expat assignments in the Middle East. Asset development remained his primary focus for the next 20 years, where he held commercial managerial roles helping launch major infrastructure projects across the full energy value chain with companies such as El Paso Energy, Enterprise and Oxy.

Jeff is a life-long Houstonian, and received his Bachelors of Business Administration from the University of Houston following his enlistment in the United States Marine Corps.

Blaine Yamagata
Vice President and General Counsel

Blaine Yamagata is the General Counsel, Chief Compliance Officer and Secretary. Blaine is responsible for legal matters of the Golden Pass companies, ensuring compliance with all laws and regulations applicable to the Golden Pass companies and serving as the corporate Secretary for the Golden Pass companies. He has served in the positions of General Counsel and Chief Compliance Officer since 2010.

Blaine has practiced law since 1974, serving as a government attorney including at the Federal Energy Regulatory Commission (“FERC”) where he served in the opinion writing group, followed by assignment to the pipeline trial attorney section and finally as a legal assistant to one of five Presidentially-appointed commissioners at the FERC. His service as a government attorney was followed by private practice as a partner in various international law firms, practicing energy law.

David Williams
Senior Project Manager

David Williams is one of two Senior Project Manager’s for Golden Pass LNG responsible for the project that will construct the LNG export facilities that will deliver 15.6 mta of LNG. David was seconded into Golden Pass LNG in December of 2012 performing concept selection, pre-FEED and FEED engineering and is now overseeing the roughly 5 year EPC effort currently underway. David is currently located in Japan where the detailed Engineering, Procurement and Construction Planning activities are being performed.

Jacinta Williams
Senior Project Manager

Jacinta Williams is the 2nd Senior Project Manager for Golden Pass LNG responsible for the project that will construct the LNG export facilities that will deliver around 16 MTA of LNG. She currently splits her time between the project site in Port Arthur and Houston with a focus on sustaining a caring, Incident & Injury Free culture as well as a highly productive workplace as construction site works continue to ramp up.

Jacinta has almost 25 years of industry experience in a variety of technical, operations and project management roles in both the Downstream (Research, Fuels & Lubes) and Upstream (Development, Production, Organizational Design). Her key technical competencies include hydro-treating, operations/manufacturing, project management, shutdown execution, and organizational design. Her assignment locations include the U.S., Africa, and the Middle East, having recently returned from a 7-year assignment in Qatar.

Jacinta has a Bachelor of Science in Chemical Engineering, she also pursued an MBA and Doctorate while working in the industry. The common thread in her leadership credo is to “solve problems and serve people” which continues to be the foundation upon which her passion for mentorship is built.
